A Ordem de Timor-Leste foi criada através do Decreto-Lei n.º 20/2009, de 6 de maio, para, com prestígio e dignidade, demonstrar o reconhecimento de Timor-Leste por aqueles, nacionais e estrangeiros, que, na sua atividade profissional, social ou, mesmo, num ato espontâneo de heroicidade ou altruísmo, tenham contribuído significativamente em benefício de Timor-Leste, dos timorenses ou da Humanidade
