In short

Timor-Leste's money is the US dollar, together with the Central Bank's centavo coins.

Every price, bill and payment must be in US dollars, and you must accept US dollar notes and coins and centavo coins.

If you take QR payments, use only the QR code your own bank or payment provider gives you, and check each payment in your own app: a screenshot is not proof.

Money transfers, cash-in and cash-out, and e-wallets need Central Bank approval, and money changing has its own Central Bank licence. A short list of trades (money changers, jewellers, real-estate agents, accountants and similar) must also check IDs and report suspicious deals.

What to do

Start at the top: the first steps matter most. A step with a condition is only for businesses in that situation.

  1. Price everything in US dollars and take payment only in US dollars

    Every price tag, menu, quote, contract and bill must be in US dollars, the official currency. Customers must also pay in US dollars: do not take Indonesian rupiah, Australian dollars or any other foreign money as payment. The payment must be the exact amount of the price, cents included, so keep centavo coins for change. This applies to every sale, big or small.
    How
    Write US$ on price tags, menus, quotes and bills. If a customer only has foreign money, ask them to change it first at a bank or a licensed money changer: their exchange deals are outside this rule.
    If you don't
    Fine of up to US$5,000 for each breach, on top of any other civil or criminal penalty.

    US dollar notes and coins and the centavo coins issued by the Central Bank are the only legal tender. The law says they must be accepted to settle any payment, and the Central Bank law defines legal tender as money that the person being paid cannot refuse. So do not refuse centavo coins. As we read this rule, a 'QR or card only, no cash' policy also goes against it (see 'Not settled yet'). Centavo coins count at their face value: 100 centavos make US$1.
    How
    Keep enough small notes and centavo coins for change. The Central Bank swaps centavo coins for US dollars, and US dollars for centavo coins, at 100 centavos to the dollar.
    If you don't
    The decree sets no separate fine for refusing legal tender, but it says every breach of it is a violation of the law that the authorities must sanction.

  3. Keep your books, invoices and receipts in US dollars

    All your money papers (sales and cash book, invoices, receipts, budgets and accounts) must be made and kept up to date in US dollars. If a paper is in another currency, for example a supplier's invoice in rupiah, keep an up-to-date US dollar version of it. Invoices and receipts you give customers must be written in Tetum or Portuguese; you may add another language next to it.
    How
    Write US$ amounts in your sales and cash book or accounting app. Next to any foreign-currency invoice, write the US$ amount.
    If you don't
    Not keeping your money papers in US dollars: fine of up to US$5,000 for each breach, on top of any other civil or criminal penalty.

    Before you take QR payments, then check your code regularly
    What exactly
    TuQR is the Central Bank's compulsory national standard for QR payments. The rules came into force on 12 September 2026, the day after they were published. When you accept TuQR payments, use only a QR code issued or approved by your own payment provider. That is the bank or company that signs you up, manages your code and receives the payments for you. Show the code and the TuQR logo correctly. Check regularly that nobody has changed, covered or swapped your code. Never change the code's data. Take down at once any code that is invalid, suspended, out of date or looks suspicious. Old QR codes that do not meet TuQR must be replaced within 30 days of a date the Central Bank will set, unless it sets another period. The technical and switch-over duties apply only from those dates. Your provider must explain these duties to you and help you.
    How
    Ask your bank or payment provider for your TuQR code, sticker and merchant app. As a merchant, you only have the duties the rules name for merchants and those your provider passes on to you.
    Cost
    Any TuQR fee must be clear and told to you before you sign up. The Central Bank sets the fee rules and may waive fees for a time.
    If you don't
    After the switch-over dates, issuing or accepting QR codes that do not meet TuQR breaks the rules. The Central Bank can then order corrective steps, up to suspending TuQR payments.

  5. Check each QR payment in your own app before you hand over the goods

    A QR payment only counts when you see it confirmed in your own system, or in the app or channel your provider gave you. A photo or screenshot on the customer's phone is not, on its own, valid proof. A proper confirmation shows the status, the amount, the date and time, who was paid and a unique reference. If you suspect fraud or a tampered code, tell your provider at once, and help with any complaint, refund or fraud check. If you agree to refund a QR payment, the refund goes back to the account or card it came from, unless that is truly impossible.
    How
    Look at the confirmation in your merchant app or on your provider's channel. Check that the amount and reference match the sale.
    If you don't
    The rules set no separate fine for this. But a screenshot alone is not valid proof of payment, so if the money never arrived you cannot rely on it.

    You may not charge customers anything extra for paying with TuQR, unless a law or the Central Bank expressly allows it and it was made known beforehand. Enter the exact price shown on the tag or menu.

    Do not add a 'QR fee' and do not round QR payments up.

    A customer who pays more than is due can claim back double the extra amount, plus legal interest, unless the mistake is justifiable.

  7. Offer money services only with Central Bank approval

    What exactly
    This is only for you if you want to change money, send or pay out money for other people, run cash-in and cash-out, issue e-money or an e-wallet, or issue payment cards. Providing payment services needs Central Bank authorisation. E-money means money value stored electronically, for example on a SIM card or in a computer system, that is issued when money is paid in and that people other than the issuer accept as payment. Selling only internet, phone or network access is not a payment service. If you act as an agent for a bank or payment company, that company must give the Central Bank your name and address. You may not start until you are on the Central Bank's public agent register. Tell your customers which company you act for. A money transfer business must also register with the Central Bank. Money changers get their licence from the Central Bank, and its money-changing rules and fines apply even to people without a licence.
    How
    Contact the Central Bank of Timor-Leste (BCTL). If you will be an agent, ask the bank or payment company to register you first and show you your listing.
    Cost
    The Central Bank can require you to hold a minimum amount of your own funds and can charge fees, for example to renew an authorisation.
    If you don't
    The Central Bank can warn you, order you to stop, and fine you US$1,000 to US$500,000. Breaking the money-changing rules can be fined up to US$5,000 per breach, whether or not you hold a licence.

  8. On the anti-money-laundering list? Check IDs, keep records, report suspicions

    What exactly
    The anti-money-laundering law lists: banks and microfinance, insurers, finance and leasing companies, card issuers, money changers and money transfer businesses; casinos; anyone who handles financial or property deals for clients (such as real-estate agents); and accountants, auditors and tax advisers. If you are one of them: (1) Check and record who your customer is: for a person, full name and national ID number; for a company, its name, head office, managers and registration. Do this when you start working with a customer, for one-off deals of US$10,000 or more (in one payment or several that seem linked), and whenever you doubt the details or suspect money laundering. Casinos must check IDs for deals of US$1,000 or more; real-estate agents for every sale or buy-to-resell deal. (2) Keep copies of IDs and records of the deals for at least 5 years after the deal or the business relationship ends. (3) If you suspect the money comes from crime, do not go ahead with the deal, report it at once to the Financial Information Unit (UIF), and do not tell the customer. Reporting in good faith cannot get you into trouble, even if you were wrong. (4) Name one person to make sure the rules are followed, and train your staff. Dealers in precious metals and gems, such as jewellers, also have duties. They must check the customer's ID for cash payments of US$5,000 or more, and report suspicious deals of US$10,000 or more to the UIF.
    How
    Ask for an ID card or passport and keep a copy. Send suspicious-deal reports to the UIF at the Central Bank of Timor-Leste.
    If you don't
    Fines of US$250 to US$150,000 for a person, or US$1,250 to US$750,000 for a company, for not checking IDs, not keeping records or not reporting (see 'Not settled yet'). A person can also be banned from the trade for 6 months to 3 years.

    Anyone entering or leaving Timor-Leste with cash or bearer papers (papers that belong to whoever holds them) worth US$10,000 or more must declare it to Customs. Customs can seize undeclared cash when it suspects money laundering, or when the declaration is false. Separately, bringing in or taking out cash above a limit set by the Central Bank needs the Central Bank's permission first. We did not find today's limit (see 'Not settled yet').

    Declare the amount to Customs at the airport, port or land border. For amounts above the Central Bank's limit, ask the Central Bank for permission before you travel.

    The Central Bank charges a fee for a cash import or export permission.

  • The currency decree still names the old Banking and Payments Authority. The Central Bank of Timor-Leste (BCTL) replaced it for all legal purposes, and the Authority's rules and decisions stay in force where they do not conflict with the Central Bank law.

A tourist wants to pay in Australian dollars or rupiah. Can I take it?

No. Payments for sales in Timor-Leste must be made only in US dollars, and each breach can be fined up to US$5,000. Ask the customer to change the money first at a bank or a licensed money changer: their exchange deals are outside this rule. Keeping foreign money you already own is allowed.

Can I refuse coins, or run my shop as 'QR only, no cash'?

The law says US dollar notes and coins and centavo coins must be accepted to settle any payment, and the Central Bank law defines legal tender as money the person being paid cannot refuse. So refusing them goes against the law. We found no official guidance on 'QR only' shops, but as we read it the same rule points against them. The Central Bank may limit how much can be paid at once in coins or small notes, but we have not found any such limit (see 'Not settled yet').

I have no small change. Can I round the price up?

The law says the payment must be the exact amount of the price in US dollars, cents included. If you charge more than is due, the customer can claim back double the extra amount, plus legal interest, unless the mistake is justifiable. Keep centavo coins for change: the Central Bank swaps them at 100 centavos to the dollar.

My kiosk wants to be a cash-in and cash-out agent for a bank or a mobile-money service. Do I need a licence?

Payment services need Central Bank authorisation. When a bank or payment company works through an agent, it must give the Central Bank the agent's name and address. The agent may not start until the Central Bank lists it on its public agent register. You must tell customers which company you act for, and that company is fully responsible for what you do as its agent. Whether an agent also needs an authorisation of its own is not spelled out (see 'Not settled yet').

Do I have to give a receipt for every sale?

No law we checked says in so many words that you must give a receipt for every sale, or what a receipt must show (see 'Not settled yet'). But the economic offences decree makes it a minor offence to break the legal rules on invoices. It also fines a seller who does not issue the papers for a sale, or issues them with missing details. The fine is US$250 to US$5,000 for an individual, and US$500 to US$10,000 for a business with up to 5 workers (more for bigger businesses). So the safe choice is to give a receipt for every sale. Write it in Tetum or Portuguese, with amounts in US dollars.

Do the anti-money-laundering rules apply to my shop, restaurant or hotel?

The special duties (ID checks, records, reports to the Financial Information Unit) apply to the trades the law lists: banks, microfinance, insurers and other financial businesses, money changers and money transfer businesses; casinos; people who handle financial or property deals for clients; and accountants, auditors and tax advisers. Dealers in precious metals and gems and real-estate agents have extra ID duties. An ordinary shop, restaurant or hotel is not on that list, unless it also changes money or sends money for others as a business, trades in precious metals or gems, or the authorities add more trades later. But anyone must declare US$10,000 or more in cash at the border, and every company must say who owns and controls it when the authorities ask.

  • TuQR: we did not find the date from which the Central Bank bans new QR codes that do not meet TuQR; old codes must be replaced within 30 days of that date unless it sets another period. The TuQR Technical Manual, the fee rules for merchants and a reported temporary fee waiver (Central Bank Circular 17-2026) were not checked.
  • Cash across the border: the currency decree lets the Central Bank set a cash limit, and a fee, for bringing cash in or taking it out. The old instructions that set them stay in force unless replaced, but we did not find today's amounts. This is separate from the US$10,000 Customs declaration.
  • The Central Bank may limit how much can be paid at once in coins or small notes. We did not find any such limit.
  • We found no official guidance on whether a business may refuse cash completely and accept only QR or card payments. This guide reads the legal-tender rule as not allowing it.
  • Whether a shop must accept notes that are torn, written on or taped is not settled. The law only says the Central Bank may refuse to swap such notes.
  • The currency decree's fines are set by the head of the old Banking and Payments Authority, whose role the Central Bank took over. We found no published practice on how the Central Bank applies these fines today, for example to small sales paid in rupiah.
  • No law we checked says in so many words that every sale needs a receipt, or what a receipt must show; the economic offences decree fines a seller who does not issue 'the papers for a sale' without listing them. How long to keep sales records for tax is set in an old UN-era tax regulation (UNTAET Regulation 2000/18, kept partly in force by the 2008 Tax Act; 5 years is commonly cited), whose official Portuguese text we did not check.
  • Payment agents: the payment decree sets up a Central Bank register for agents of banks and payment companies, but does not say in so many words that a registered agent needs no authorisation of its own.
  • Money changing is licensed under UNTAET Regulation 2000/5, and money transfer operators under Central Bank instructions (Instruction 1/2013, amended by Instruction 32/2026). We did not check those texts, so this guide gives no licence steps or fees.
  • Anti-money-laundering fines: the law sets a general fine of US$5,000 to US$500,000, and a separate list of breaches fined US$250 to US$150,000 (person) or US$1,250 to US$750,000 (company). It leaves to another law who investigates and fines. Which range applies to which breach, which authority supervises jewellers, real-estate agents and accountants, and the registration of these trades 'under the law' have not been confirmed.
  • A new financial system and banking law (Law 10/2026) starts about 12 August 2027. It brings e-money, payment and remittance services and money changing under Central Bank licensing, and keeps payment service providers under the 2015 payments decree. This guide describes the rules before that date and has not reviewed the new law in full.
  • Beneficial owners: the anti-money-laundering law fines anyone who does not keep accurate, up-to-date information on who owns and controls a company, but it is not clear whether this applies to every company or only to the listed trades.
