In short
Every business needs a tax number (TIN), pays income tax in advance during the year (0.5% of sales) and files a yearly income tax return by 31 March.
If you employ people, you take wage tax out of their pay and hand it in by the 15th of the next month.
Hotels, restaurants and bars pay 5% services tax in any month their takings reach US$500. Importers pay 2.5% import duty and 2.5% sales tax at customs.
There is no VAT in Timor-Leste today. Most tax returns and payments are due by the 15th of the following month.

- The TIN is your business's number with every government office: your business registration number is the same as your TIN. You ask for it in the start-of-activity declaration you hand in at SERVE, the business one-stop shop, so you normally get it when you first register. SERVE also gives a TIN to sole traders and company partners who do not have one yet.
- How
- SERVE one-stop shop (Balcão Único): fill in the start-of-activity form, which includes the TIN request. If you already have a TIN, there is nothing to do.

- Not making the start-of-activity declaration is a 'serious' offence: a fine of US$25 to US$500 for a person, or US$500 to US$20,000 for a company.

Take wage tax out of salaries and hand it in by the 15th
If you employ staff
- When
- Every month, by the 15th of the next month; yearly wage tax return by 31 March
- What exactly
- Each month, for each employee. Resident employee: 0% on the first US$500 of monthly pay, then 10% of the part above US$500. Example: pay of US$800 means US$30 wage tax (10% of US$300). Non-resident employee: 10% of all their pay. 'Pay' includes overtime, bonuses, commissions, allowances and non-cash benefits worth more than US$20 a month. For less than a full month of work, the resident bands are applied in proportion. By the 15th of the next month, hand in the monthly wage tax return and pay what you took out. Once you have handed in wage tax for any month, keep sending the return every month after that, even when nothing was taken out. By 31 March, also send the yearly wage tax return for the past year. If an employee asks, give them a wage tax statement within 21 days after the year ends or their job ends.

- Nothing extra for you: the tax comes out of the employee's pay, and you hand it in.

Only for: Accommodation (hotels, guesthouses, villas), Food and drink (restaurants, cafés, warungs) — or if you offer rooms or beds to guests or you serve food or drinks or you provide phone or internet services

- Every month, by the 15th of the next month
- What exactly
- Services tax covers: rooms for guests, plus the meals, drinks, laundry and communication services you sell to them; food and drink sold through a place that has facilities for customers to eat or drink there; catering (food made elsewhere); and telephone and data operators. Add up everything you received for these services in the calendar month. Under US$500: the rate is 0%, nothing to pay. US$500 or more: 5% of ALL that month's takings, not just the part above US$500. Example: US$600 in March means US$30, due by 15 April. Takings of a related person or business from the same kind of service (for example a relative, or a company you own half or more of) count toward the US$500, unless they were already taxed on them. Once you have owed services tax for a month, you must send a return every month after that, even when you owe nothing.

File your yearly income tax return and pay the rest by 31 March

- What exactly
- Income tax is on your taxable income for the calendar year (1 January to 31 December): what you earned minus the business costs the law allows. Rates: a company or other organisation pays 10%. A resident sole trader pays 0% on the first US$6,000 of taxable income in the year and 10% on the rest. A non-resident person pays 10%. Example: a sole trader with US$10,000 taxable income owes US$400 (10% of US$4,000); a company with US$30,000 owes US$3,000. Subtract the advance payments you already made. You must file even if you made a loss. A business must attach its income statement, balance sheet and cash-flow statement for the year, so you need records of the whole year: every sale, cost, wage and receipt. The tax is due on the same day as the return. You can ask in writing for more time to file, sending your own calculation of the tax due with the request. More time to file does not give you more time to pay.

- During the year you pay part of your income tax in advance. It is based on your sales (turnover), not your profit. If your total turnover last year was US$1,000,000 or less, pay every three months: 0.5% of the quarter's turnover, within 15 days after the quarter ends (quarters end on 31 March, 30 June, 30 September and 31 December). Bigger businesses pay 0.5% of each month's turnover by the 15th of the next month. Leave out income that is tax-free or that falls under a withholding tax, for example rent (see the premises guide) or payments for building work (see the building-work step). Example: sales of US$20,000 from January to March means US$100 by 15 April. The advances are subtracted from the income tax on your yearly return; if you paid too much, the extra counts as an overpayment.

- Transport of passengers, mail or goods by sea or air has its own tax. This includes trips between two places in Timor-Leste, for example Dili to Ataúro. The transport business pays 2.64% of the full amount it receives to the Tax Authority itself, within 15 days after the end of the month in which it received the money. Example: fares of US$5,000 in May means US$132 by 15 June. This is normally your final tax on that income, unless you choose in writing, once and for good, to be taxed the normal way, on your profit.

- If your business is a company or other organisation (not a private person) and pays for building work in Timor-Leste, keep back tax from each payment: 2% for construction work, and 4% for construction consultancy (design, engineering, architecture, project management, inspection and site supervision). Example: a US$10,000 renovation means US$9,800 to the builder and US$200 to the Tax Authority. When you pay, give the builder a withholding receipt, and pay the tax within 15 days after the end of that month. If YOU are the builder and your customer is a private person (or the UN), you pay the 2% or 4% on what you received yourself. For the builder this is normally the final tax on that income, unless the builder chose in writing, once and for good, to be taxed the normal way, on profit.

There is no VAT in Timor-Leste today, so do not add VAT to your prices or bills. The Tax Act says no tax exists unless it creates or allows it, and it sets sales tax on sales of goods and services inside Timor-Leste at 0%.

Tax is always worked out in US dollars. If you are paid in another currency (for example rupiah), the amount is converted at the Central Bank's average exchange rate on the day it counts for tax. With the Tax Authority's written permission, a business can use the average rate for the year instead.

Once you have owed services tax or held back wage tax for a month, you must keep sending that monthly return, even with nothing to pay. If you expect to owe nothing for a while, ask the Tax Authority in writing to excuse you. It can agree if it is satisfied you will owe nothing in those months.

No. Timor-Leste has no VAT today. The Tax Act says no tax exists unless it creates or allows it, and it sets sales tax on sales inside the country at 0%. A VAT is being prepared, but it is not law yet.

No. The Tax Act brings together the country's taxes and has no yearly tax on owning land or buildings. It also says no tax exists unless it creates or allows it. Local councils (municipalities) are not allowed to create taxes. Your guesthouse profit is taxed through income tax. If you rent land or buildings out, 10% of the rent goes to tax (see the rent tax steps in the premises guide).

- The Tax Act keeps the older rules on tax offences and penalties in force until a new law replaces them, without naming them. They are understood to be in an old UN-era regulation (UNTAET Regulation 2000/18). Its English text gives US$100 for each late return, 5% of the unpaid tax plus 1% a month for late payment (25% extra for gross carelessness, 100% extra for deliberate evasion), US$100 for not keeping records, and a duty to keep records for 5 years. These have not yet been checked against an official Portuguese text, so treat them as likely but not confirmed.
- A VAT is being prepared. The Tax Authority presented a proposal on 23 September 2026 and the government aims to start it in 2027. No VAT law, rate, registration threshold or start date exists yet.
- The Customs website still shows a 5% import duty and a sugar excise from 2023. Those 2023 rules were cancelled in August 2023; the Tax Act rate is 2.5% and the 2026 budget sets no other rate. Check the rate on your customs bill and ask Customs if it shows 5%.
- The 2026 budget sets excise only for soft drinks, beer, wine, tobacco, passenger cars and captive-bolt pistols. Whether the older Tax Act rates (for example US$8.90 per litre for spirits and US$0.06 per litre for fuel) apply to goods not on the 2026 list is not confirmed.
- It is unclear whether a business must keep back 10% when it pays foreign booking platforms, advertising networks or software companies (the rule on payments to non-residents).
- A Tax Authority notice of 14 September 2026 asks people to file and pay between the 1st and the 10th of the month because of problems with its online system. That is a request, not the law: the legal deadline stays the 15th. Filing early is safer.
- The Tax Act still names the old Banking and Payments Authority (now the Central Bank) as the place to file and pay. Which banks and online channels the Tax Authority accepts today should be checked on attl.gov.tl.
- It is not clear whether a brand-new business (no turnover last year) pays its income tax advances every quarter or every month, or whether a sole trader whose yearly income stays under US$6,000 (taxed at 0%) must still make the 0.5% advance payments. Ask the Tax Authority.
- If all your staff are residents earning US$500 a month or less, no wage tax is taken out. The law does not clearly say whether you must still send a monthly wage tax return in that case.
- The Tax Act lets some importers give Customs a 'sales tax exemption declaration'. Whether a shop importing goods to resell can use it, given that sales inside Timor-Leste are taxed at 0%, is not confirmed.
- Whether a boat trip that starts and ends at the same place (for example a dive or snorkelling trip) counts as 'sea transport' for the 2.64% tax is not confirmed.
- Since June 2026 the budget law frees imports of key staple foods and fuel from taxes and duties if a state of emergency over fuel prices is declared. Whether such a state of emergency is in place is not confirmed; check with Customs.
